Not necessarily just local. If for the past five days you've worked somewhere else other than home but started and returned to the same location you can use the 16hr exemption. Yes, it is an extension of the 14hr rule, it doesn't add anything to the 11hr rule.

The regulations are very important today more than ever with CSA2010. I suggest you stop at a truck stop, pick up a Regulation pocket guide (green and white book) and start reading them a little here and a little there. Your wallet will thank you and so will your CDL, especially in CA. Pay particular close attention to 382, 383, 390, 391, 392, 393, 395 and 396 which play a major role in your everyday driving. You'll see "Interpretations" in the top right and that will take you to a Q&A about that regulation where you'll find helpful questions.
Okay reference your hours you say you regularly travel over 100 miles. Those days you are not exempt and must follow the rules. If by chance you stay within 100 miles than you can use the short haul exemption. Your HOS are all covered under section 395, particularly 395.1, 395.2, 395.3, and 395.8. Read them 4 sections over and over until you have it burned into memory.

The 16hr rule IS available to CDL drivers. You misstated the 100 mile rule as well. It's 100 AIR-miles. Not the same as 100 driven miles.CougFan Thanks this. -

With what your describing only way it was legal was if you were bobtail theres some stupid personal conveyance deal in the rules that as long as your bob tailing you can drive the truck and show off duty.

Personal conveyance does not have to be bobtail but you must not be under a load.

One of our runs goes over the 14 hour rule but doesn't come even close to the 11hr driving rule. One of our drivers got in trouble for being over his 14. After doing the research and quoting it in written form for him to show the same officer, the officer admitted that what we were doing is completely legal.
