I have a question regarding the legalities of hauling a battery-powered forklift. Would this be considered a hazmat load? The shipper seems to think it would be, but he isn't sure and neither am I.
Are forklift batteries hazmat?

I've never seen anyone have hazmat placards while hauling machinery. I'd say no.

if still in doubt I would suggest to check with the manufacturer/dealer..

I've hauled the big batteries that cell phone towers use for a backup power supply and because of the type and manner they were packaged and secured, they didn't need placards so I would believe that 1 forklift battery shouldn't need any as long as the unit is secured properly.

They are class 9 NB as is any battery or even anything with a fuel tank. You need to check the box on your MC-150 and have a minimum of 1 million liability but you do not need placards or a hazmat license.
