Here's the skinny on that, aiwiron, although the actual fingerprinting and biometric cards is different the background check is still the same and that's what the reduced cost is about under certain circumstances. Here's from the TSA site about the TWIC:

You are correct and to ad that if you get a Port Pass from the port on top of that it makes it even easier in and out.
I like it when people refuse to get a TWIC, just makes it even more valuable to have and the rates are better. -

I like the idea of the TWIC background check, starts to thin out the criminals. If someone cannot pass the TWIC check then they have no business near a port, or any other secure area.

Both the TWIC and Hazmat checks are performed by the same company. I questioned them about it when I got my TWIC. I was told that the company has two different computer systems and apparently they don't communicate with one another. RIGHT!!!!! For years we could go to military installations and ports and security could easily check your background with a drivers license and sometimes your social security number. What has changed? Nothing. This is only about money. When you go to these ports most of the workers seem to be from outside the country. Some can barely speak English, if at all. Yet, these people are allowed to work in our ports. American born citizens are more scrutinized than these foreigners. If it was really about security then only American citizens would be allowed to work in the ports since we are much easier to check out. Foreign nationals cannot adequately be checked out before hiring them to work in these ports. Nope, this is about the money. Besides, it doesn't cost that much to check drivers out. They could check CDL holders out very easily when we apply for our CDL without having the extra cost or another piece of plastic in our wallet. I got the TWIC due to either getting one or losing business. I don't have to get the hazmat. It isn't worth the added cost for me to pay for the endorsement since I probably only hauled one hazmat load a year the last few years that I had the endorsement. I didn't mind paying the extra fee for the endorsement, but I see no need to pay almost $100 for the background check. Those of us who had the endorsement should have been grandfathered in without having to pay for the background check. If background checks are to be used then either the TWIC or hazmat check should be sufficient for both. This is nothing but a money grab for the government and Lockheed Martin, who does these background checks.
