Hello Everyone...
I was parking my 99 Freightliner yesterday and put it in reverse, hit the foot brake and then put it in 1st and it would not move. It will spin one rear drive wheel if I get on it a little, so I am assuming the brakes are locked on the front axel. The shoes or liners are in place, not falling out as if a spring came loose. Does anyone have any input on this. Thanks in advance.

What condition are the shoes?
What condition are the rims in?
If the shoes are real worn or the rims are worn beyond specs, your "S-Cam" can "over" rotate and lock your brakes. -
Our mechanic calls it over cam. When you check your brakes for wear, you check the thickness of the shoes and the thickness of the drums, on new brakes, both are thick, when they are worn, or the bushings come out or the cam gets damaged is when the brakes over cam. Sometimes there isn't enough brake left after that to stop you, your brakes just don't work as well because once it over cams, it won't apply more. You have lost that brake to help stop you.
