Adverse driving conditions rule

    That is what I am trying to learn; in addition to what qualifies as 'adverse conditions' besides weather and road construction issues. Another example I was slightly affected by was when authorities closed a highway when some ID10T was trying to jump from an overpass and they were trying to talk him down. It only affected me slightly because I was close to home (and actually going home) and was able to get off the highway and reroute to bypass the issue; but it still added more than 30 minutes to my planned drive.

    Can an ID10T caused problem like an unusually large collision scene, whether it involved multiple vehicles or a fatality, or a vehicle with a mechanical breakdown that impedes traffic flow; can be considered an unplanned adverse condition as much as a weather or road construction caused situation.

    No it does not. Not yet anyway. That is part of the proposed HOS changes that the FMCSA has in the works. At the present time it only extends driving time but not the 14.

    The FMCSA defines adverse driving conditions as: “snow, sleet, fog, other adverse weather conditions, a highway covered with snow or ice, or unusual road and traffic conditions, none of which were apparent on the basis of information known to the person dispatching the run at the time it was begun.”

    So yes you can use it for unexpected traffic conditions. But traffic backups in a metropolitan area especially during or near rush hours should be expected.
