Imma follow this. I have the same problem with an 03 mack ch. Blower is running, and its on high..... but barely feel it. The mechanical linkage on mine is an issue as well, because not all vents get closed when you only want say the face vents. You still get defroster vent a little and the feet get some.

Do you have that problem? Do you have mechanical linkage? For a 97' I would assume so.

If I had to guess I would say the evaporator is probably blocked with crud and your not getting good air flow thru it.
Remove the blower fan and see if you can shine a light in there and see if it's blocked.

Check the filter, if someone hasn't thrown it out, then the coil is plugged

Could be coil freezing up or clogged or air filter is clogged for front blower or the blower motor is worn-out. If you turn a/c off and more air blowes afer 5 minutes or something then you know the coil is freezing. If not it could be blower motor in an older truck or if lucky the air filter for front blower is clogged.

Don't forget to clean your vents too.
Had a pair of gloves, and a burger wrapper, and loose paper come out of the vents on an old L9000 we have in the yard.
After that the air could blow you about out of the truck.

You don't need to remove it to clean it.
