Let me start off by saying I run a 99 Freightliner Century class 120 with a 10.8L Cummins M11 celect plus with about 650k on the dash. The truck was building way too much air pressure, so I figured the air governor was shot. I run to my favorite parts store and pick up a new gov and air dryer filter (because why not), swap over the fitting's yada yada, install it and now my secondary tank won't build any air. I take it off and compare it with the old one. (Definitely should have done that first) The pressure ranges aren't the same. The old one handles 105-130psi and the new one says 100-120psi. dumb question time- would 10 psi make a difference, or should I be looking elsewhere?

What type Air dryer do you have? 10 Psi should not make a difference on the air building.
Depends on the Governor you bought, all the ones I bought were adjustable.
Replace Bendix D-2 Air Compressor Governor (newtruckspring.com)
Did you replace the air dryer? Double check you connected the fittings properly.

The pressure range difference between old and new governor shouldn't make a difference to the operation of your truck.
Check the air lines to the new governor are they connected to the same ports as the old one.
Maybe something fell in one of the airlines. Check for blockage.
Put the old governor back on. See if your pressure builds like before.
Because of the amount of work to change the dryer filter versus the entire assembly, I change the whole assembly. (AD-9).

I have a different truck than yours. I would call or visit a local freightliner dealer to get a schematic for the air lines if you're not sure
As you look at the governor, the black end cap spins off and that is where you adjust the psi.
Since my memory is good but very short. I take pictures of most repairs before I start.

Maybe try swapping the yellow and black airlines? The black cap comes off. You can adjust it using a slotted screwdriver. I think it’s counter clockwise to raise cut out pressure, visa versa. Adjustment probably isn’t the problem since 100 or 120 would work. What’s the one tank building up to now on the dash? Being a 99, I’m surprised it has the newer style dryer.

Update: Ended up swapping the air dryer assembly out.
The Good: Both my tanks are filling up.
The Bad: I'm back to having my truck build too much air. Possibly the gov came DOA? Planning in swapping in the other one to see if it makes a difference.
The Weird: My secondary is filling up first and stops at around 120/125 psi then the primary gets up in pressure. then they both build way pass that mark. I marked/tagged each line to make sure they went back in the exact same location but ill check again when I have some daylight.Rideandrepair Thanks this.
