I have a 94 International 9400 I am working on with no ac. The freon is full. Fuse for ac and relay are good. I have power at pins 30, 86 and 87 at the relay. I found a wiring diagram that shows the compressor gets power from pin 87a at the relay. If I put power on that wire the ac clutch engages. The freeze switch was bad (probe was broken off it) Replaced that and still nothing. Tried jumping and unplugging each pressure switch and freeze switch one at a time and combinations of all of them and still no power to pin 87a at the relay. I have power to each of the pressure switches and freeze switch too.

You are right that the relay powers the ac clutch out of 87a. This is when the relay is not energized. So if you are getting power at 86, this means one of your pressure switches is tripped and triggering that relay. The way it works, power is supplied to both the low and high pressure switches at the expansion valve under the cab. These switches will close with either too low, or too high of pressure. Once closed, it will send power to 86 of that relay which will trigger it and cut power away from 87a and put to 87 which goes nowhere and kills power to the ac clutch. So try again with your pressure switches, it could be they are both stuck closed. Unplug both at the same time and see if your power returns to the clutch.

I have tried with both switches unplugged and with both jumped and one then the other unplugged and still wont trigger the relay. Have tried multiple test relays also.

You are going to have to find out where the power to 86 is coming from. Someone must have done some creative wiring to bypass something.

Ended up backing pin 87 out of the fuse panel and everything worked as it should. I didnt cut any wires, just pulled the pin out so it doesnt contact relay and taped it up. All pressure switches work as they should still. After got it running compressor clutch started locking up so replaced compressor.

Truck ran fine for 2 weeks and now its back. Ac compressor is running fine but not cold. Freon was 3 lbs in it. Put a good long vac on it and let it sit for a few min before charging. At idle the low side pressure is around 50 psi and high side is around 200. Temp is 80 degrees with 80% humidity. The drier has a sight glass on it and it appears there is bubbles or something in it when its running, but not sure how they could be any with the vacuum I put on it. Using the same machine I have used on multiple other trucks with no issues.
