    I have a 1993 Freightliner and a 3406 motor. The engine fan won't come
    on either automatically or manually.

I checked the manual switch and it is getting juice to the switch
and when I turn the switch on voltage is going out the other side.

When I turn the manual switch on I heard an air noise at the engine
and found it at the solenoid. There is a small hole in the solenoid
    and air is coming out.

Does the solenoid send air to the fan hub?
Is there a way to check to see if the air is getting to the fan hub.

The fan itself freely spins. I don't hear any bearing noises.
    Thanks

Most fans use air to hold the fan released and exhaust it to engage it.

Disconnect the air line to the fan & see if air is getting to the fan

So if air is being exhausted out the solenoid does that automatically mean that the fan clutch isn't working?
    Thanks

No,it means the solenoid could be bad.

Depends on which fab hub you have. Some lock up air on,others air off.
Easiest way to find out, remove line from solnoid going to hub. Any air coming out? If not the safest way is jump 12v to solnoid, but you can start the motor just make sure nothing can get in fan. If still no air solnoid is bad.

You can also take the line loose going to fan and use blowgun to engage and disengage fan to rule the fan out leaving the solenoid. If you are on the road and need to get back home to fix you can lock the fan to the hub with two bolts I believe 5/16 maybe 3/8 I don't remember right off. you will have to locate holes and line up.
