This is my first year to file 2290. Where do I find the form to fill out?
Can I do it online without including a third party? Or do I need to print the form, fill it out then mail it? How much is it this year? Is it a flat fee? Does it fluctuate?

    Thank you!

Is this done by the third party?
I want to do it myself.

    Okay.
I opened my authority at the end of February. Now, I don't know for which year should I file?
I was told to wait for August to file. But shouldn't I file for the months when I was operating too?

Oopps, I can see it was filed in February by someone who was opening an authority for us.
So, I am okay for now. So, I need to pay only for the new year.

    Search IRS.gov/2290 - you'll find the forms.

Fill in - send off snail mail, get reciept.

They cash that check mighty fast and send that reciept mighty slow.

It's a PITA, but I do it manually every year, because -

    1. There's enough leach style desk jockey bastids making money out of this industry
    2. The IRS went to 'appointments' to pay the bloody tax, so you can't even walk in and waste half a day giving them money you didn't want to give them in the first place.
    3. It takes 30 minutes once you know what to do.
    4. Nobody wants to pay it - we don't know what it's used for, hence the above 3 points.

I have always mailed mine it, it cost one stamp, except last year and I screwed up and did it on line.
When it came tome to get my tag some desk jockey said a zero in my serial number was to be the letter o. I had to file a amendment. So I will go back to filling the form out with a pen and the O will be whatever they want it to be. You have plenty of time for them to send the stamped form back , you don’t need it till your tag is due.
Let a government employee do a little work.

Yes, unless you're farm tag and under 7500 miles, I think logging has exemptions too.
