Nothing will change at all with regards to trucking in CA. The large companies will increase their presence and build their fleets even larger to take up the slack of smaller companies going out. And when that happens the large companies are not going to double their prices. If they did, another mega will come and and cut them out.

I can't afford to make $.25 cents a mile profit from a one truck operation. A 2,000 truck operation can. It's like Walmart, the more stores you have the cheaper you can sell it for. Making $1.00 off an item as opposed to the mom and pop store needing to make $50.00.

Skirts on Trailers? Applies to medium sized and large fleets. The ruling allows small fleets more options and time to comply to the executive order.

Who must act by the July 1, 2011 deadline to take advantage of the flexible compliance option?

Large fleets with 21 or more 53-foot or longer box-type trailers that operate in California, regardless of where they are registered, need to act by July 1 if they want the flexible compliance option.

    Small Fleets get a Waiver!

Note: ARB has granted several extensions since the E.O. was issued. Check with the Website for more Information. ( Owner Operators are just as much responsible for knowing the ARB Rulings as the Mega Fleets.)

    ARB Compliance Ruling....

Small Fleets rule and pre 2007 HD Trucks over 26,000lbs

What is the Small Fleet Option?
The small fleet option allows small fleets to meet PM filter requirements starting January 1, 2014 and
defers truck replacements until January 1, 2020 or later for heavier trucks (greater than 26,000 lbs). To
use this option, owners must report by January 31, 2014 to opt-in and must comply with the following
schedule for the heavier vehicles in the fleet (except as noted below):
    • One vehicle must have a PM filter by January 1, 2014
    • Two vehicles must have PM filters by January 1, 2017
    • Three vehicles must have PM filters by January 1, 2018
The PM filter requirements can be met by either installing the highest level PM filter retrofits that have
been verified by the ARB or with PM filters that are standard equipment on 2007 model year or newer
engines. The compliance date for any vehicle in the fleet that was retrofitted with a PM filter before
January 1, 2014 is extended until January 1, 2023 as long as it remains in the fleet. All other vehicles will
need to be replaced starting January 1, 2020 on the same engine model year schedule as other fleets.

Looks like a lot of guys may not know there was a Option....that has been in effect for years, Time is running out! Either Buy a used 2007 or later truck or stop driving in California. ( many have chosen the later)
